Amendment #570 to H4100

Special Commission for future use of Moon and Long Island

Mr. Ayers of Quincy moves to amend the bill by adding at the end thereof the following section:

 

"SECTIONXX. Resolved, That, notwithstanding any general law, special law or local ordinance to the contrary, a special commission is hereby established for the purpose of conducting an investigation and study of methods to provide long term management and maintenance of Moon Island and for determining and publicizing projected future use of Long Island; provided that said special commission shall consist of two members of the Senate to be appointed by the Senate President, two members of the House of Representatives  to be appointed by the House Speaker, the mayor of Boston or his designee, the mayor of Quincy or his designee, one representative of the National Park Service, the Secretary of the Executive Office of Environmental Affairs or his designee, one individual representing conservation and environmental interests  appointed by said Secretary and the executive director of the Squantum Neighborhood Association or his designee.

 

Within 180 days after the passage of this bill, the special commission shall report to the House of Representatives and Senate the results of its investigation and study for preserving Moon Island along with a non-binding master plan for the future use of Long Island.  Said special commission shall also file recommendations for further environmental oversight and preservation of said islands together with any drafts of legislation necessary to carry its recommendations into effect by filing same with the Clerk of the House of Representatives no later than December 1, 2013".
