Mr. Dempsey of Haverhill moves to amend the bill in section 2A, in item 6121-1217, in line 51, after the word, “department”, by inserting the following words:-

;provided further, that $14,000,000 shall be expended for improvement and repair work to the Downtown area, including but not limited to parking garage repair and improvements, street-scaping, traffic improvements, design and construction costs for sites with transportation purposes, improvements of river access, in the City of Haverhill;
