Mr. Moran of Boston moves to amend the amendment in SECTION 41 by inserting the following words in line 428 after the words “rate class in”:

“accordance with cost-based criteria. In the absence of clear cost causation, volumetric charges must be employed in” and in lines 429 and 430 by striking out the words “unless the cost causation for each rate class is directly attributable to volumetric usage.”
