DCAM-BSB Reorganization

Mr. Joyce moved that the proposed new text be amended in section 2, in section 2, by striking out items 1102-3301, 1102-3302, 1102-3306 and 1102-3307 and the preceding caption and inserting in place thereof the following item:-

“Bureau of the State House

1102-3309        For the maintenance and operation of the state house under the jurisdiction of the state house superintendent and the joint committee on rules; provided, that the superintendent is charged with overseeing maintenance, repairs, and renovation of the state house in conjunction with the division of capital asset management and maintenance to meet the needs as appropriate of all tenants of the building including the office of the governor, constitutional officers and others; provided further, that it is the charge of the superintendent to insure that appropriate and reasonable access for all persons with disabilities is provided, including communication access for the deaf and hard of hearing; provided further, that the superintendent will access other services from the division of capital asset management for the smooth functioning of the state house, including assistance in implementing the state house design guidelines; and provided further, that the superintendent will also oversee the state house art commission . . . . . . . $446,510”;

Mr. Joyce further moved that the bill be amended in said section 2, by inserting before item 1102-3205 the following item:-

“1102-3199      For the operation of the office of facilities management, including the cost of utilities and associated contracts for properties managed by the division . . ..

$10,067,946”;

Mr. Joyce further moved that the bill be amended in section 2B, by striking out items 1102-3333 and 1102-3336 and the preceding caption and inserting in place thereof the following item:-

“1102-3226      For the operation and maintenance of state buildings, including the Hurley state office building occupied by the department of unemployment assistance and the department of career services; provided, that the division may also charge for reimbursement for overtime expenses, materials and contract services purchased in performing renovations and related services for agencies occupying state buildings or for services rendered to approved entities using state facilities . . . . . . . . . . . .  $3,298,900

Mr. Joyce further moved that the bill be amended by inserting after 18 the following 5 sections:-

“SECTION 18A. Chapter 8 of the General Laws is hereby amended by striking out the title and inserting in place thereof the following title:- STATE HOUSE AND SUPERINTENDENT.

SECTION 18B. Section 1 of said chapter 8, as appearing in the 2008 Official Edition, is hereby amended by striking out the first sentence and inserting in place thereof the following sentence:- There shall be within the executive office for administration and finance a bureau of the state house, headed by a state superintendent of the state house, in this chapter called the superintendent.

SECTION 18C.  Section 4 of said chapter 8, as so appearing, is hereby amended by striking out, in line 1, the words "of state office buildings".

SECTION 18D. Said chapter 8 is hereby further amended by striking out section 6 and inserting in place thereof the following section:-

Section 6. The superintendent shall direct the making of all repairs and improvements in the state house and on its grounds, and all executive and administrative departments and officers shall make requisition upon the superintendent for any such repairs or improvements.

SECTION 18E.  Section 9 of said chapter 8, as appearing in the 2008 Official Edition, is hereby amended by striking out, in lines 3 to 8, the words "the John W. McCormack state office building, the Leverett Saltonstall state office building, the Springfield office building, the Pittsfield office building, the Erich Lindemann building, the Charles F. Hurley building and all state parking areas related thereto, and any other state properties designated by law, to be the responsibility of the superintendent of state office buildings" and inserting in place thereof the following words:- and all state parking areas related thereto.”; and

Mr. Joyce further moved to amend the bill by inserting after section 19 the following section:-

“SECTION 19A. Section 9A of said chapter 8, as so appearing, is hereby amended by striking out, in line 1, the words "state superintendent of state office buildings" and inserting in place thereof the following word:- superintendent.”
