Retain licensed teachers in SPED schools

Ms. Jehlen and Messrs. Keenan, Downing, Donnelly and Finegold and Ms. Fargo and Mr. Timilty moved that the proposed new text be amended in outside section 130,  by striking the second sentence and inserting in place thereof the following:-

The division shall accept and process applications for program reconstruction for fiscal year 2012, and provided further that the division shall accept and process applications for special circumstances for salary upgrades.
