RMV Efficiency and Administrative Cost Savings

Ms. Fargo moved that the proposed new text be amended by inserting after Section 152, the following new Section:-

“SECTION 153.  Section 33 of chapter 90 of the General Laws as appearing in the 2008 Official Edition as amended by section 2 of chapter 311 of the acts of 2010, is hereby amended by inserting after paragraph (37), the following paragraph:-

“(38) For the registration of every private passenger motor vehicle and private pickup truck, provided the registration of such vehicle is not for a commercial type registration plate, distinctive registration plate, or special registration plate of distinctive type including a plate of vanity type and plate bearing the call letters of an amateur radio operator, or other particular type plate requested by an applicant that is not distinctive, known as a reserve plate, and provided further that the fee for such registration shall be collected every 3 years, notwithstanding the provisions of paragraph (2) or other law to the contrary.”"

And further, moved that the bill be amended by inserting after Section 153, the following new Section:-

“SECTION 154.  Said section 33 of chapter 90 is hereby further amended by inserting after paragraph (38), the following paragraph:-

“(39) For the registration of every private passenger motor vehicle and private pickup truck where at the request of an applicant, the registrar issues a registration for such vehicle for distinctive registration plates, or special registration plates of distinctive type including plates of vanity type and plates bearing the call letters of an amateur radio operator, or other particular type plates that are not distinctive, known as reserve plates, provided that such registration plates issued are not of  a commercial type, and provided further, the fee for such registration shall be collected every 2 years.  The registrar shall collect a fee, which shall be prorated for such 2 year period based on the fee for the registration of a private passenger motor vehicle and private pick-up truck under the preceding paragraph, plus the administrative costs in connection with the issuance of said distinctive registration plates, special registration plates and reserved plates, notwithstanding the provisions of paragraph (2) or other law to the contrary.””

And further, moved that the bill be amended by inserting after Section 154, the following new Section:-

"SECTION 155.  Notwithstanding any law or regulation to the contrary, for calendar year 2012, the registration fee to be collected for a 3 year registration under paragraph 38 of section 33 of chapter 90 shall be $75, and the registration fee to be collected for a 2 year registration under paragraph 39 of said section shall be $50, plus the administrative costs, as annually promulgated by the commissioner of administration under the provisions of section 3B of chapter 7, in connection with the issuance of said distinctive registration plates, special registration plates and reserved plates."

And further, moved that the bill be amended by inserting after Section 155, the following new Section:-

“SECTION 156. Sections 153, 154 and 155 shall take effect on January 1, 2012.”
