Recognition By Speaker of Order over Preference
Mr. Diehl of Whitman moves to amend the order striking lines 24-25, reading "The Speaker also may speak to points of order in preference to other members; and shall decide all questions of order, subject to an appeal to the House."
and replacing with:- "The Speaker also may speak to points of order in order they have been made by members; and shall decide all questions of order, subject to an appeal to the House."
