Change to Rule 83 Limiting Debate

Mr. Lombardo of Billerica moves to amend the order rule 83 by striking “Debate upon the motion for the suspension of any other House rule, unless otherwise indicated, or any joint rule shall be limited to fifteen minutes and no member shall occupy more than three minutes.”
