Mr. Finn of West Springfield moves to amend the bill in section 2, in line item 4000-0300, by adding after

 

provided further, that no expenditures shall be made that are not federally reimbursable, including those related to Titles XIX or XXI of the Social Security Act or the MassHealth demonstration waiver approved under section 1115(a) of said Social Security Act or the community first section 1115 demonstration waiver, whether made by the executive office or another commonwealth entity, except as required for: (a) the equivalent of MassHealth Standard benefits for children under age 21 who are in the care or custody of the department of youth services or the department of children and families; (b) dental benefits provided to clients of the department of developmental services who are age 21 or over; or (c) cost containment efforts the purposes and amounts of which have been submitted to the executive office for administration and finance and the house and senate committees on ways and means 30 days prior to making these expenditures"

 

the following new subsection:

 

(d) Neonatal Intensive Care Units (NICU) with at least 55 licensed NICU beds within an acute hospital that has at least 109 pediatric, pediatric Intensive Care Unit and NICU licensed beds will be paid an amount equal to 85% of the NICU expenses for inpatient services for children discharged whose case mix acuity is greater than 5.0 between October 1, 2013 and September 30, 2014.
