Amendment #233 to H3400

Auto-Assignment for Medicaid Beneficiaries

Mr. Cusack of Braintree moves to amend the bill by adding the following section:

Section XXXX. Section 1. Chapter 118E is hereby amended by inserting after Section X the following new language –:

Section 57.  Auto-Assignment for Medicaid Beneficiaries

(a) The division shall make provisions to enroll those MassHealth beneficiaries who did not affirmatively select a managed care option into a Medicaid managed care organization that has contracted with the Commonwealth to deliver managed care services to eligible MassHealth beneficiaries pursuant to the time frame and formula as set forth in subsection (b).

(b) MassHealth shall enroll said assigned members as described in paragraph (a) into individual Medicaid managed care organizations and the Primary Care Clinician Plan on a three-to-one rotating basis with three assigned members going to a Medicaid managed care organization for every one assigned member for the Primary Care Clinician Plan.

Section 2. Section 57 of Chapter 118E is hereby amended by striking subsection (b) in its entirety and replacing it with the following new language:-

(b) MassHealth shall enroll said assigned members as described in paragraph (a) into individual Medicaid managed care organizations and the Primary Care Clinician Plan on a five-to-one rotating basis with five assigned members going to a Medicaid managed care organization for every one assigned member for the Primary Care Clinician Plan.

SECTION 3. Section 1 shall become effective July 1, 2013.

SECTION 4. Section 2 shall become effective July 1, 2014.
