Commission for the study and  formation of an Office of Budget and Cost Analysis

Mr. Diehl of Whitman moves to amend the bill by inserting the following section:-

SECTION XX. There shall be established a commission to create an Office of Budget and Cost Analysis to determine the fiscal impact of any and score all bills prior to passage on costs to any and all state and municipal agencies, to any and all affected private industries or companies, and to any and all individual or corporate taxpayers. Scores will be provided in five and ten year thresholds, and the commission shall report the basis by which the estimate was determined. The commission shall consist of one member to be appointed by the Speaker of the House of Representatives, one member appointed by the House Minority Leader, one member appointed by the Senate President, one member appointed by the Senate Minority Leader and shall be chaired by the House and Senate Vice Chairs of the Joint Committee on Ways and Means.
