Medical Security Trust Fund Review Board
Representatives Jones of North Reading, Peterson of Grafton, Hill of Ipswich, Poirier of North Attleborough, deMacedo of Plymouth, Barrows of Mansfield, Beaton of Shrewsbury, Boldyga of Southwick, D'Emilia of Bridgewater, Durant of Spencer, Ferguson of Holden, Frost of Auburn, Gifford of Wareham, Harrington of Groton, Howitt of Seekonk, Humason of Westfield, Hunt of Sandwich, Kuros of Uxbridge, Orrall of Lakeville, Smola of Palmer and Wong of Saugus move to amend the bill in section 52, in line 866, by striking the following:- “(f) There shall be a medical assistance employer contribution rate review board composed of the commissioner of medical assistance or a designee, the director of the department of unemployment assistance or a designee, the executive director of the health connector or a designee, and the commissioner of insurance or a designee. The rate review board shall meet on or before November 30 of each year to review the costs paid by the commonwealth in the previous fiscal year to provide subsidized care to low-income residents of the commonwealth. In conducting such review, the board shall consider amounts to be covered by premiums, co-payments, deductibles and co-insurance to be paid by covered individuals and any anticipated appropriations. If the board determines that costs have increased by more than 5 per cent from the previous fiscal year, it may, by a majority vote, adjust the health insurance employer responsibility contribution by no more than 5 per cent. The board shall file a report detailing its cost review determination with the general court no later than December 31 of each year.
(g) The director of unemployment assistance, the commissioner of medical assistance, and the executive director of the health connector shall report annually, after the end of each calendar year, to the governor, the house committee on ways and means and the senate committee on ways and means. The report shall include the amount collected in the fund, the amount needed to administer the fund, the amount transferred, how the funds were used and the method for determining how much was transferred to each program. The report may also make recommendations for changes in the law and regulations governing the fund.”.
