Mr. Swan of Springfield moves to amend the bill in section 2, in item 0640-0300, by adding at the end thereof, the following: “provided further that the amount of $50,000 shall be expended to Stone Soul Inc. to implement the state wide Sesquicentennial Emancipation Proclamation Celebration 2013.”
