Amendment #599 to H3400

DEP

Representatives Binienda of Worcester, Cariddi of North Adams, Chan of Quincy, D'Emilia of Bridgewater, Golden of Lowell, Koczera of New Bedford, Nangle of Lowell and Puppolo of Springfield move to amend the bill in section 2 by inserting before item 2200-9706 the following item:

 

"2200-0103 For the department of environmental protection, which may expend an amount not to exceed $350,000 from revenues collected as abandoned deposits pursuant to section 323D of chapter 94 of the general laws for a program to preserve the continuing ability of redemption centers to maintain operations in pursuit of the commonwealth's recycling goals consistent with section 323 of chapter 94 of the General Laws; provided further, that said redemption centers shall be eligible for such funds if they were registered with the commonwealth as of April 1, 2013; provided further, that for the purposes of this item and said chapter 94, a redemption center shall be any business registered with the commonwealth whose primary purpose is the redemption of empty beverage containers, whose empty beverage containers are not collected by the distributor and who receive $0.0225 per empty beverage container as a handling fee from the distributor; provided further that said redemption centers shall sign an agreement with the DEP that they will not knowingly or willingly commit fraud in the number of legitimate empty beverage containers returned to the distributor.”
