Amendment #658 to H3400

Relative to Taunton State Hospital

Representatives O'Connell of Taunton, Walsh of Boston, Cronin of Easton, Garlick of Needham, Keefe of Worcester, Madden of Nantucket, O'Day of West Boylston, Schmid of Westport, Collins of Boston, Haddad of Somerset, Turner of Dennis, Brady of Brockton, Peake of Provincetown, D'Emilia of Bridgewater, Gifford of Wareham, Orrall of Lakeville and Garballey of Arlington move to amended House Bill 3400 in section 2, in item 5095-0015 by striking out the following:  “provided further, that the department shall maintain not less than 626 continuing care inpatient beds in its system in fiscal year 2014; provided further, that of these 626 beds, 45 beds shall be continuing care inpatient beds on the campus of Taunton State Hospital; and provided further, that the department shall maintain and operate these beds until the commission established in section 186 of chapter 139 of the acts of 2012 submits its report to the General Court” and inserting in place thereof the following: “;provided further, that the department shall maintain not less than 705 continuing care inpatient beds in its system in fiscal year 2014; provided further, that that of these 705 beds,  45 shall be continuing care inpatient beds in the Cain building on the campus of Taunton State Hospital;  and provided further, an additional 79 beds shall be operated in the Cain building on the campus of Taunton State Hospital, 36 of which shall be on two 18-bed crisis stabilization units which shall be fully operational 24 hours a day, 7 days a week, and will provide evaluation, stabilization, and referral to behavioral health patients who may otherwise be boarded in emergency rooms or spend longer periods on continuing and acute care units in the Southeast area; 12 of which shall be on a female court evaluation unit for residents of the Southeast area; 13 of which shall be on a male court evaluation unit for residents of the Southeast area; and 18 of which shall be dedicated to a pilot program for non-violent offenders with mental health diagnoses currently serving their sentences in a Massachusetts House of Corrections; and provided further, that the department shall maintain and operate these beds until at least June 30, 2014, at which time future funding decisions shall be based on the recommendations of the advisory commission established in section 186 of Chapter 139 of the Acts of 2012.”
