Representatives Walsh of Boston, Silvia of Fall River, Collins of Boston, Scaccia of Boston, Honan of Boston, Garlick of Needham, O'Day of West Boylston, Scibak of South Hadley, Turner of Dennis, Madden of Nantucket, Fox of Boston, Cariddi of North Adams, Brady of Brockton, Binienda of Worcester, Forry of Boston, Chan of Quincy, Peake of Provincetown, Mahoney of Worcester, Keefe of Worcester, Michlewitz of Boston, Cronin of Easton, Sánchez of Boston, Pignatelli of Lenox, Sullivan of Fall River, Swan of Springfield, Humason of Westfield, Mannal of Barnstable, Farley-Bouvier of Pittsfield, Malia of Boston, Devers of Lawrence, Fresolo of Worcester, Andrews of Orange, Henriquez of Boston, Campbell of Methuen, Naughton of Clinton, Vega of Holyoke, Vieira of Falmouth, Moran of Lawrence, Mark of Peru, Hunt of Sandwich, Decker of Cambridge and Toomey of Cambridge move to amend the bill in section 2, in item 4000-0700, by adding the following: Provided further, that notwithstanding any general law, rule, regulation, or special act to the contrary, Medicaid shall expend from this item and/or from item 4000-0500 to provide an additional 10% of its Standard Payment Amount per Discharge (SPAD), and an additional 5% of its Payment Amount Per Episode (PAPE), to any acute care hospital that has greater than 63% of its gross patient service revenue (GPSR) from governmental payers and free care, as determined by EOHHS for fee for service rates of payment, so-called, under the fee for service and PCC programs, respectively; provided further, that such additional payment shall be paid directly to each such qualifying acute care hospitals,
