Amendment #760 to H3400

Employment Services Program

Representatives Conroy of Wayland, Khan of Newton, Sannicandro of Ashland, Sciortino of Medford, Koczera of New Bedford, Smizik of Brookline, Schmid of Westport, Hecht of Watertown, Andrews of Orange, Decker of Cambridge, O'Day of West Boylston, Cabral of New Bedford, Heroux of Attleboro, Kaufman of Lexington, Gordon of Bedford, Gregoire of Marlborough, Balser of Newton, Swan of Springfield and Walsh of Framingham move to amend the bill in section 2 by striking out item 4401-1000 and inserting in place thereof the following item:

 

“4401-1000 For employment and training services for recipients of benefits provided under the transitional aid to families with dependent children program; provided, that all programs that received funding in FY13 shall receive not less than the same amount in FY14; provided further that not less than two million shall be expended on a three-year pilot program called Pathways to Family Economic Self-Sufficiency, to equip low-income families for long-term economic stability, which shall be administered by the Commonwealth Corporation under contract with the Department of Transitional Assistance; provided further, that funds from this item may be expended on former recipients of the program for up to one year after termination of their benefits; provided further, that certain parents who have not yet reached the age of 18, including those who are ineligible for transitional aid to families with dependent children and who would qualify for benefits under chapter 118 of the General Laws but for the deeming of the grandparents’ income, shall be eligible to receive services.  $9,109,035."
