Amendment #96 to H3400

An Act Monitoring Electronic Benefit Cards

Representatives Puppolo of Springfield and Finn of West Springfield move to amend the bill in Section 15, in line 147, by inserting after the word “older” the following words:

 

Anyone who fraudulently uses an electronic transfer benefits card for non-eligible purchases or benefits and/or causes an unauthorized person not named or not pictured on the photo identification of the electronic transfer benefits card to use the electronic transfer benefits card for any such purchase or benefit either eligible or non-eligible shall be subject to suspension of said benefits and potential loss of future benefits. The electronic transfer benefits card is non-transferable and only to be used for eligible benefits.

 

The Bureau of Program Integrity shall determine the process of enforcement, penalties, and appeal process of violations under this provision for any holder of an electronic transfer benefits card
