Mr. Dempsey of Haverhill and others move to amend H.3400, in section 2, in line item 2200-0100, by inserting after the words: “General Laws” the following words:- ; and, provided further, that no less than $92,000 shall be expended for environmental programs in the town of Marblehead, and no less than $50,000 shall be expended for environmental programs in the town of Swampscott;

 

And further amend said item by striking out the figure “$27,872,469” and inserting in place thereof the following figure:- $28,014,269;

 

And further amend said section 2, in line item 2200-0107, by striking out the figure “$375,000” and inserting in place thereof the following figure:- $475,000;

 

And further amend said section 2, in line item 2210-0105, by inserting after the words “various implementation requirements of said chapter 21l” the following words:- provided further, that not less than $1,629,860 shall be made available for the operation of the Toxics Use Reduction Institute program at the University of Massachusetts at Lowell; provided further, that the department shall enter into an interagency service agreement with the University of Massachusetts to make such funding available for this purpose; provided further, that not less than $644,096 shall be made available for toxics use reduction technical assistance and technology in accordance with said chapter 21l;

 

And further said section 2, in line item 2300-0101, by striking out the figure “$452,443” and inserting in place thereof the following figure:- $475,443;

 

And further said section 2, in line item 2310-0200, by striking out the figure “$10,140,172” and inserting in place thereof the following figure:- $10,640,172;

 

And further amend said section 2, in line item 2310-0316, by striking out the figure “$1,000,000” and inserting in place thereof the following figure:- $1,500,000;

 

And further amend said section 2, in line item 2330-0100, by inserting after the words “shellfish classification program” the following words:- ; provided further, that no less than $250,000 be expended for a program of collaborative research by the Division of Marine Fisheries through the Marine Fisheries Institute, in collaboration with the School for Marine Science and Technology at the University of Massachusetts Dartmouth, that applies innovative technology to assess the biomass of groundfish, including cod and yellowtail in the region managed by the New England Fishery Management Council; provided further, that no less than $200,000 shall be expended for the development and implementation of a cod species identification sequencing study to be conducted by the Gloucester Marine Genome Initiative; provided further, that the Gloucester Marine Genome Initiative shall report on the status of the project to the house and senate committees on ways and means on or before June 30, 2014; provided further, that $50,000 shall be expended for the protection and maintenance of Herring Run in the town of Weymouth; provided further, that $75,000 shall be expended for shellfish propagation in Barnstable, Dukes and Nantucket counties to be administered jointly by the state aquaculture coordinator and counties;

 

And further amend said item by striking out the figure “$4,787,357” and inserting in place thereof the following figure:- $5,362,357;

 

And further said section 2, in line item 2511-0100, by inserting at the end thereof the following:- ; provided further, that no less than $200,000 shall be expended to enhance the buy local effort in western, central, northeastern and southern Massachusetts; provided further, that funds shall be expended for the statewide 4-H program; provided further, that no less than $100,000 shall be expended for the purpose of developing a strategic food policy plan for the Commonwealth; and provided further, that no less than $80,000 shall be expended for the apiary inspection program;

 

And further amend said item by striking out the figure “$4,681,135” and by inserting in place thereof the following figure- $5,161,135;

 

And further said section 2, in line item 2511-0105, by striking out the figure “$13,000,000” and inserting in place thereof the following figure:- $14,000,000;

 

And further amend said section 2, in line item 2800-0100, by inserting after the words “administration of the department” the following words:- ; provided further, that funds shall be expended for the cleanup of Pilayella algae;

 

And further amend said item by striking out the figure “$3,956,444” and inserting in place thereof the following figure:- $4,456,444;

 

And further amend said section 2, in line item 2800-0700, by striking out the figure “$305,472” and inserting in place thereof the following figure:- $355,472;

 

And further amend said section 2, in line item 2810-0100, by inserting after the words “nonpublic entities from this item” the following words:- ; provided further, that not less than $350,000 shall be expended for the purposes of aquatic invasive species control; provided further, that not less than $75,000 shall be expended for the Let’s Row Boston program administered by Community Rowing, Inc. of the city of Boston; provided further, that not less than $40,000 shall be expended for the expansion of programs at Thayer Recreational Field in the town of Lancaster; provided further, that not less than $100,000 shall be expended for open space improvements in the City of Lowell; provided further, that not less than $300,000 shall be expended for sand harvesting or the purchase of sand to renourish Salisbury State Reservation; provided further, that no less than $75,000 shall be expended for the maintenance and improvement of the Felllsmere Pond Reservoir in the City of Malden; provided further, that no less than $50,000 shall be expended for the town playground at the Clyde F. Brown Elementary School in Millis; provided further, that $20,000 shall be expended for a safety grant for the town of Franklin;

 

And further amend said item by striking out the figure “$40,311,239” and inserting in place thereof the following figure:- $41,701,239;

 

And further amend the bill by adding the following section:-

 

SECTION X. Subsection (d) of section 6C of chapter 20 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following paragraph:-

 

(4) The council shall be permitted to accept and expend funds for projects consistent with its purpose, including but not limited to, the development of a strategic food policy plan for the Commonwealth.  Such funds shall be administered by the Department of Agricultural Resources.
