An Amendment to prevent the use of state funds to implement the Federal Affordable Care Act

Representative Winslow of Norfolk moves to amend the bill moves to amend the bill by inserting the following new section at the end thereof:-

SECTION XX.  Notwithstanding any special or general law to the contrary, no state personnel, offices, facilities or other resources funded by state appropriation shall be expended to implement, operate or administer the provisions of 42 USC § 18001, et seq., the federal "Affordable Care Act", in the absence of federal payment or reimbursement for the full cost thereof.
