Mr. Sannicandro of Ashland moves to amend the bill by inserting in subsection (g) of Section 11 after the words “recipient, who has failed” the following: “without good cause, as determined by the Department,” and by adding after the word “undeliverable;” the following words, “or returned to the Department with no Massachusetts forwarding address.”
