Mr. Dempsey of Haverhill moves to amend the bill CHANGED AMENDMENT TEXT

 

Mr. Dempsey of Haverhill moves to amend amendment 262 by striking out the amendment in its entirety and inserting in place thereof the following:-

 

in section 2A by striking out, in line 48, the following words “Herbert H. Goecke parking garage on Merrimack Street,” and inserting in place thereof, the following words:-  Merrimack Street parking garage area; provided further, that $30,000,000 shall be expended for the design, reconstruction, repair, improvement and rehabilitation of the Basiliere Bridge in the city of Haverhill; provided further, that $500,000 shall be expended for the Oak street bridge in the town of Bridgewater;

 

And further moves to amend said section by striking out, in lines 50 to 51, inclusive, the following words “provided further, that $1,500,000 shall be expended for the purchase, planning, design and reconstruction of the Upper Charles Rail Trail in the towns of Holliston and Hopkinton;” and inserting in place thereof the following words:- provided further, that $750,000 shall be expended for the purchase, planning, design and reconstruction of Upper Charles Rail Trail in the town of Holliston; provided further, that $750,000 shall be expended for the planning, design and infrastructure of 135 and 85 and West Main street in the town of Hopkinton;

 

And further moves to amend said section by striking out, in line 71, the following words “on the reconstruction of Route 122” and inserting in place thereof the following words:- for the design and reconstruction of Route 112 from the intersection of Route 9 to the intersection of West Cummington road;

 

And further moves to amend said section by striking out, in line 118 the following words “traffic signals on Mystic Avenue in the town of Medford;” and inserting in place thereof the following words:-  design and reconstruction of traffic signals at the intersections of Mystic avenue and Main street, Main street and South street, and Main street and the westbound off ramp of the Mystic Valley parkway/Route 16 in the city of Medford;

 

And further moves to amend said section by inserting after the word “Roxbury”, in line 136, the following word:- Veteran;

 

And further moves to amend said section by striking out, in lines 149 to 150, the following words “permitting for the Route 79 Davol Street Boulevard Project” and inserting in place thereof the following words:- installation of lighting on the Charles M. Braga, Jr. Memorial bridge;

 

And further moves to amend said section by striking out, in line 198, the following word “and” and inserting in place thereof the following words:- provided further, that $500,000 shall be expended for the repair and improvement of North Westfield street, from the Westfield town line south to Southwick street in the town of Agawam;

 

And further moves to amend the bill, in section 2D, by striking out, in line 269, the words “chapter 6C” and inserting in place thereof the following words:- section 39A of chapter 90;

 

And further moves to amend the bill, in section 2E, by striking out, in line 277, the following words “under chapter 6C of the General Laws”;

 

And further moves to amend the bill in section 8 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 9 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 10 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 11 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 12 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 13 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 14 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill in section 15 by striking out the last sentence and inserting in place thereof the following sentence:- Notwithstanding section 29, bonds and interests thereon issued pursuant to this section shall be general obligations of the commonwealth.

 

And further moves to amend the bill by adding the following sections:-

 

SECTION 29. Notwithstanding any other provision of this act, to meet the expenditures necessary in carrying out section 2, 2A, 2B, 2C, 2D, 2E, 2F, 2G, the state treasurer shall, upon request of the governor, issue and sell bonds of the commonwealth in an amount to be specified by the governor from time to time but not exceeding, in the aggregate, the amount authorized in each of the aforementioned sections. Bonds issued by the state treasurer under this section shall be issued as special obligation bonds under section 2O of chapter 29 of the General Laws. All bonds issued by the commonwealth under this section shall be designated on their face, Special Obligation Commonwealth Transportation Improvement Act of 2013 and shall be issued for a maximum term of years, not exceeding 30 years, as the governor may recommend to the general court under Section 3 of Article LXII of the Amendments to the Constitution. All bonds shall be payable on or before June 30, 2053. All interest and payments on account of principal on these obligations shall be payable from the Commonwealth Transportation Fund and shall be payable solely in accordance with said section 2O of said chapter 29.

 

SECTION 30. Notwithstanding any general or special law to the contrary, the Massachusetts Bay Transportation Authority shall designate “South Station”, so called, in the City of Boston as "The Governor Michael S. Dukakis Transportation Center at South Station". The Massachusetts Bay Transportation Authority may erect and maintain suitable markers bearing that designation in compliance with the standards of the authority.

 

SECTION 31. Notwithstanding any general or special law to the contrary, the department of housing and community development shall consider the town of Stoughton as an eligible location for the purposes of chapter 40R of the General Laws and shall assist the town in developing a plan to revitalize the town center by identifying projects that could accompany the construction of any planned new rail stations.
