Representatives Khan of Newton, Conroy of Wayland, Andrews of Orange, Chan of Quincy, Collins of Boston, Cronin of Easton, Devers of Lawrence, DiZoglio of Methuen, Farley-Bouvier of Pittsfield, Fox of Boston, Gordon of Bedford, Hecht of Watertown, Heroux of Attleboro, Kocot of Northampton, Mannal of Barnstable, Moran of Lawrence, Nangle of Lowell, O'Day of West Boylston, Sannicandro of Ashland and Schmid of Westport move to amend the bill in section 2 by striking out item 4401-1000 and inserting in place thereof the following item:
"4401-1000 For employment and training services for recipients of benefits provided under the transitional aid to families with dependent children program; provided, that all programs that received funding in FY14 shall receive not less than the same amount in FY15; provided further that not less than $2,000,000 shall be expended on a three-year pilot program called Pathways to Family Economic Self-Sufficiency, to equip low-income families for long-term economic stability, in consultation with the Commonwealth Corporation under contract with the Department of Transitional Assistance; provided further, that funds from this item may be expended on former recipients of the program for up to one year after termination of their benefits; provided further, that certain parents who have not yet reached the age of 18, including those who are ineligible for transitional aid to families with dependent children and who would qualify for benefits under chapter 118 of the General Laws but for the deeming of the grandparents’ income, shall be eligible to receive services; provided further, that not less than $916,777 shall be expended to reimburse transportation costs by no more than $80 a month for recipients of transitional aid to families with dependent children who participate in education, training or work activities approved by the department...10,155,811".
