Mr. Naughton of Clinton moves to amend the bill in Section 2 in item 4800-0041 by adding at the end thereof the following:

“provided further that the department or vendor has, prior to the development of a congregate home, investigated the impact upon the local school districts and other municipal infrastructures; provided further, that the department or vendor has provided the municipality with the results of said investigation, and provided further that prior to the development of congregate home, the department or vendor has provided the municipalities with a plan to mitigate the impact on the community”
