Congestion Tolling
Ms. Peisch of Wellesley moves to amend the bill by adding the following section:-
“SECTION XX. Section 13 of Chapter 6C of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following subsection:-
(xx) The Massachusetts Department of Transportation shall devise and implement, using an open road tolling system, a so-called congestion fee structure to charge and collect tolls for transit over the Commonwealth’s major roadways that correspond to the level of traffic, whereby higher fees shall be charged and collected at times when there is a higher volume of traffic and lower fees shall be charged and collected at times when there is a lower volume of traffic. Such a congestion fee structure shall not be implemented on any major roadway going in or out of the city of Boston unless all major roadways going in or out of the city of Boston are subject to the congestion fee structure. To the extent that federal approval is required to implement said congestion fee structure, the secretary shall take whatever action is necessary to secure such federal approval”.
