Amendment #1147 to H4000

Electric Vehicle Commission

Representatives Walsh of Framingham, Hill of Ipswich, Khan of Newton, Roy of Franklin and Smizik of Brookline move to amend the bill by inserting at the end thereof the following new section:-

 

SECTION_.  There is hereby established the Massachusetts Electric Vehicle Commission to study the economic and environmental benefits and costs of increased use of electric vehicles in the commonwealth. The commission shall consist of at least 19 members: 1 of whom shall be the secretary of energy and environmental affairs, or his designee, who shall serve as the chair of the commission along with 1 undersecretary of energy and 1 undersecretary of environment; 1 of whom shall be the secretary of transportation, or his designee; 1 of whom shall be the commissioner of the division of energy resources; 1 of whom shall be the commissioner of the department of environmental protection; 1 of whom shall represent the Office of Consumer Affairs and Business Regulation, Division of Standards;   1 of whom shall be appointed by the mayor of the City of Boston; 2of whom shall be appointed by the Massachusetts Municipal Association; 4 of whom shall be persons who are experts in electric vehicle policy, 1 of whom shall be appointed by the president of the senate, 1 of whom shall be appointed by the speaker of the house of represenatives, 1 of whom shall be appointed by the minority leader of the senate and 1 of whom shall be appointed by the minority leader of the house of representative; and 10 members to be appointed by the governor, 3 of whom shall be a representatives of the environmental community, 2 of whom shall be a representative of the business community, 1 of whom shall be a representative of parking garage or lot owners or operators, 2 of whom shall be a representatives of an electric distribution company, 1 of whom shall be a representative of a municipal light plant organization, 2 of whom shall be a representatives of electric vehicle service equipment manufacturers and 2 of whom shall be a representatives of electric vehicle manuafacturers and other members with critical expertise as recommended by the secretary of energy and enviromental affairs.

 

The study shall include but shall not be limited to policies to: (i) further expand access to electric vehicle infrastructure in the commonwealth; (ii) encourage the purchase and lease of electric vehicles; (iii) reduce the up-front costs associated with electric vehicle purchases; and (iv) identifying strategies for removing barriers to electric vehicle deployment.

 

The commission shall file an action plan based on existing voluntary task force recommendations by September 30, 2014 and a report of its study together with its recommendations, including any legislation, with the clerks of the house and senate no later than April 15, 2015.
