Further Amendment to #193

Mr. Sannicandro of Ashland moves to further amend amendment 193 by inserting the following section:-

SECTION XXA. Notwithstanding any general or special law to the contrary, the provisions of section XX shall not take effect until such time as (i) the secretary of administration and finance, in consultation with the department of higher education, furnishes an analysis on the fiscal impacts of providing such tuition, which shall include a cost-benefit analysis of the impact on the economy of the commonwealth; the current practices of other states; anticipated changes in employment levels; and any ancillary economic activity; and (ii) legislation necessary to carry out the recommendations in the report has been filed and enacted pursuant to Part 2, Chap. 1, Sec. 1, Art. II of the Constitution.
