Further amendment to #194

Mr. Kulik of Worthington moves to further amend amendment 194 by inserting the following section:-

SECTION 3X. Notwithstanding any special or general law to the contrary, the provisions of section XX and section 2 amending chapter 64I of the General Laws shall not take effect until such time as the executive office for administration and finance, in conjunction with the department of revenue, has furnished a study of the legislation’s impact on the economy of the commonwealth and its municipalities, including, but not limited to, a distributional analysis of the impact to taxpayers of varying income levels, the current practice of other states, anticipated changes in employment levels and other ancillary economic activity to the joint committee on revenue and until legislation has been filed and passed pursuant to Part 2, Chap. 1, Sec. 1, Art. II of the Constitution.
