Narcotics Identification
Mr. Naughton of Clinton moves to amend the bill in section 2, line item 4512-0200, by striking out the figures “89,402,333” and inserting in place thereof the figures “$88,402,333”; and in line item 4512-0204, by inserting after “transfer” the following: “to provide funding that is for a handheld narcotics identification tool that enables identification of suspected drugs, including opioids, synthetic cannabinoids and synthetic cathinones, cutting agents and precursors in the field; able to simultaneously test for multiple drugs in a single analysis; that is based on Raman spectroscopy (or a comparable chemical identification method) to reduce or eliminate contact with the sample for operator safety; that uses a closed library of certified substances to ensure reference sample integrity; must produce automatic analysis reports which show pre- and post-scan self-check results and provide spectral information”; and in said line item by striking out the figures “$815,000” and inserting in place thereof the figures “$1,815,000”.
