Mandate Waivers for Performing School Districts

Representatives Diehl of Whitman and Dooley of Norfolk move to amend the bill by inserting the following section:-

SECTION XX. Any time a mandate is established by the Department of Elementary and Secondary Education waivers shall be granted to school districts that can demonstrate proficiency in the relevant areas being addressed by any new or existing mandates provided that school district exceed the minimum standard by which the mandate metric is measured.
