Reducing skimming and lowering attrition rates

Mr. Sannicandro of Ashland moves to amend the bill in section 42, by striking lines 413 through 419, inclusive, and inserting in place thereof the following sentence:-

The board shall not accept an application by a charter school under clause (i) or clause (ii) of this paragraph if the attrition rate of the charter school is greater than the sending district’s attrition rate in the same grades served by the charter school.
