Amendment #168 to H4165
An Amendment to Establish an Economic Efficiency Commission
Mr. Kuros of Uxbridge moves to amend the bill by adding the following section;
“SECTION XX. (a) There is hereby established a commission to study the economic efficiency including but not limited to the number of jobs created, and the cost per job created, in the Commonwealth of Massachusetts since passage of H4352 “An Act Relative to Infrastructure Investment, Enhanced Competitiveness and Economic Growth” of the Acts of 2012, and the adoption of H4165, “An Act promoting economic growth across the Commonwealth” or related economic development bills in the Acts of 2014. The Commission report shall not include jobs or occupations paid for directly with state funding.
(b) The commission shall be comprised of the following 9 members: the Secretary of the Executive Office of Housing and Economic Development or a designee who shall serve as chair; 1 member appointed by from the Governor’s Office, 1 member of the Senate appointed by the Senate President; 1 member appointed by the Senate Minority Leader; 1 member of the House of Representatives appointed by the Speaker of the House; 1 member of the House of Representatives appointed by the House Minority Leader; 1 representative of the Mass Office of Business Development; 1 representative of the Associated Industries of Massachusetts; and 1 representative of the National Federation of Independent Businesses,.
(c) The commission shall be appointed January 31, 2015. The commission shall file a report detailing its work, findings, and the economic efficiency of the aforementioned acts, including any legislative recommendations, with the Clerk’s of the House of Representative and the Senate on or before January 31, 2016.”.
