Training for Upward Mobility within the Organization Structure to Create New Hiring

Mr. Swan of Springfield moves to amend the bill in section 2A line item 7002-1505, by adding at the end of line 45 following the word “Laws”, the following: “provided further that the amount of $5,000,000 shall be expended to establish research and demonstration projects for training entry-level employees in the work environment for upward mobility through the use of high intensity training methodologies; based on a request for proposal process, to determine the most likely successful training models to provide upward mobility, resulting in new hires to fill vacancies affected by promotions.
