Amendment #5 to H4278
Commission for License to Carry Applications
Mr. Peterson of Grafton moves to amend the bill by adding the following new section:—
“SECTION X. There is hereby established a commission for the purpose of examining and determining the most appropriate process for the application for a license to carry. The commission shall determine whether the application process shall be established by statute or by regulation. The commission shall determine the appropriate authority to oversee the application process. The commission shall make recommendations necessary to implement such process.
The commission shall consist of the secretary of public safety and security or a designee, who shall serve as chair; one member of the senate, appointed by the senate president; one member of the senate, appointed by the senate minority leader; one member of the house of representatives, appointed by the speaker of the house; one member of the house of representatives, appointed by the house minority leader; the president of the Massachusetts Chiefs of Police Association or a designee; a member of the Gun Control Advisory Board; a representative of the Gun Owners’ Action League, and a representative of Stop Handgun Violence. The commission shall submit its report and findings, along with any draft of legislation, to the house and senate committees on ways and means, the joint committee on public safety, and the clerks of the house of representatives and the senate on or before December 31, 2015.”.
