Amendment #2 to S1758

Modifying An Act Further Regulating Mercury Management

Mr. Smizik of Brookline moves to amend the bill in Section 1, in line 96, by striking out sub-section (iii) and the words “an evaluation of the effectiveness of the manufacturers collection program;”. And by inserting after subsection (g) the following:

 

“(h) The department by regulation shall by December 31, 2013 establish annual goals for the collection and recycling of mercury-added thermostats for not less than a 10 year period.

(i) The department shall annually make a report to the Joint Committee on the Environment, Natural Resources and Agriculture, no later than May 1st, which includes (1) an evaluation the effectiveness of the manufacturers’ collection program(s), (2) a determination of whether or not the goals for the previous calendar year as set forth in subsection (h) of this Section were met, and, (3) if the goals were not met, recommendations for changes to the program that would result in the goals being met in future years.

(j) All established annual recycling goals, manufacturers’ annual reports, and department annual reports shall be posted on the department’s public internet web-site.”

 

And further moves to amend the bill in Section 8, in line 152, by striking “2022” and inserting in its place “2024.”
