LIHEAP Transfer

Mr. Donnelly moves to amend the amendment by inserting after section 56, the following new section:-

“SECTION XX. Notwithstanding any general or special law to the contrary, the comptroller may, on or before November 1, 2013, transfer no more than $20,000,000 to the General Fund from the Commonwealth Stabilization Fund; provided, the transferred funds are used as a one-time supplement to the federal Low Income Energy Assistance Program, and the transfer shall only be implemented if a loss or delay of federal revenue allocated to the program occurs prior to November 1, 2013. The comptroller, in consultation with the secretary of administration and finance, may take the overall cash flow needs of the commonwealth into consideration in determining the timing of any transfer of funds. The comptroller shall provide a schedule of transfers to the secretary of administration and finance and to the house and senate committees on ways and means.".
