Mr. Tarr moves to amend the bill by inserting in line 64 after the word “Authority” the following words:-  “or to a local governmental unit or regional local governmental unit that has joined the Authority or any other regional system for wastewater, drinking water or for both wastewater and drinking water on or after January 1, 2004”
