Mr. Rush moves to amend the amendment in section 2A in line item 6121-1317 by adding at the end thereof the following:- provided further that $3,000,000 shall be expended for the construction of sound barriers along Route 128, Route 1, and Route 1A in the towns of Westwood and Dedham
