Ms. Flanagan moves to amend the amendment in Section 2A by inserting the following item:-  6121-1317: “provided further, that not less than $1,239,000 be expended for the reconstruction and improvement of Betty Spring Road in Gardner from Pearl Street to the Westminster town line.”
