Surplus Funds

Messrs. Tarr, Hedlund, Ross and Humason move to amend the resolution by inserting the following at the end thereof”:-

“and be it further

Resolved, that notwithstanding any general or special law to the contrary, 50 percent of any of the unexpended and unencumbered balances of appropriations on June 30, 2014, or $50,000,000, whichever is less, shall be distributed to cities and towns in accordance with the distribution of the balance of the State Lottery Fund, as paid from the General Fund in accordance with clause (c) of the second paragraph of section 35 of chapter 10 of the General Laws.  The distribution authorized by this section shall be executed not later than October 31, 2014; provided further, that any funds distributed under this section shall be considered one-time funding, and shall not be considered part of a municipality’s Unrestricted General Government Aid in fiscal year 2014 and 2015; provided further, the distribution shall in no way constitute a new and continuing funding source for cities and towns.”
