Ms. Creem moves to amend the amendment by inserting in Section 2, in line 23 after the word “hazard” the following words:-  “, or any leak determined to be in the top 20 percent of all natural gas leaks in the Commonwealth, as measured in units of standard cubic feet of methane lost per year (scf/yr)”
