Mr. Keenan moves to amend the bill by inserting after the word “provided,” in line 41 the following words: - “that not less than $2,000,000 shall be expended on a planning study by the department of public health to examine the feasibility of establishing a new state public health laboratory and the investment needed to define the scope of the proposed project; and provided further,”
