Health Care Exchange Connector

Mr. Tarr moves to amend the amendment in section 2A by inserting after the word “project” in line 66 the following:-

“; provided, however, that no funds may be expended on an exchange website under The Patient Protection and Affordable Care Act, Pub. L. 111-148 & 111-152, unless the federal government agrees in writing to fully reimburse said funds; provided further, that any contract for the procurement of supplies, services or real property paid for in whole or in part using these funds shall comply with the competitive bidding requirements established in section 22 of chapter 7 of the general laws and accompanying regulations, notwithstanding any general or special law to the contrary, including but not limited to any law or regulation permitting the award of contracts without competition in cases of emergency.”
