Mr. Tarr moves to amend the amendment by inserting before SECTION 1 the following section_:-

“SECTION 1.  Section 130 of chapter 127 of the General Laws, as appearing in the 2012 Official Edition, is hereby amended by inserting after the word “released.” in line 13 the following:-

In the case of prisoners who committed an offense on or after the person’s fourteenth birthday and before the person’s eighteenth birthday, the board shall also consider whether the prisoner displayed immaturity, impetuosity, or a failure to appreciate risks and consequences.”
