Mr. Pacheco moves to amend the amendment in section 2A, in item 2000-7070, by inserting after the words "regional planning agencies to implement such programs; provided further," the following words:- "that fifty percent of";

and by striking out the figure "$10,000,000" and inserting in place thereof the following figure:- "$30,000,000"
