Analysis of the Impact of Charter Schools

Ms. Spilka and Ms. Candaras move to amend the bill by inserting at the end thereof the following section:

SECTION XX. Section 89 of chapter 71, as appearing in the 2012 Official Edition, is hereby amended in line 100 after the word “profile;” by striking the word “and”

and

in line 102 by inserting after the word “schools” the following:-  “; and (xvii) an analysis of the anticipated impact on community involvement, educational opportunities and financial capacity of the district or districts from which the charter school is expected to enroll students.”

and

in line 272 by inserting at the end thereof the following:- Said criteria shall include a requirement that the applicant demonstrate that the charter school shall not diminish the fiscal capacity of the schools in the district or districts from which the charter school draws students to provide appropriate educational opportunities to students who remain in the district's non-charter public schools
