Promoting Collaboration Among Housing Authorities

Mr. Tarr moves to amend the amendment by adding the following section:-

“SECTION 14A.  The department of housing and community development shall develop initiatives based on best practices to allow non-regional housing authorities to work collaboratively to develop a program that shall facilitate the capturing of economies of scale through increased collaboration relative to, but not limited to, bulk purchasing, capital planning and capital projects.”.
