Public Utility Rate Payer Transparency

Mr. Michael O. Moore moved that the proposed new text be amended by inserting, after section ___, the following 2 sections:-

“SECTION ____.    Section 5D of chapter 25 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by deleting, in line 3, the words “competitively sensitive”.

SECTION ____.  Section 19 of chapter 25 of the General Laws, as appearing in the 2010 Official edition, is hereby amended by adding the following subsection:-

“(d) In order to improve transparency for rate payers of electric, natural gas company, and municipal aggregators, contracting information shall be posted on their website that can be viewed by ratepayers and monthly billing statements to rate payers.  When electric, natural gas company, and municipal aggregators are contracting out any surface, subterranean or overhead work, they shall notify rate payers in their monthly statements and on their website, who won the bid and its cost, thereby assuring the rate payer that a responsible contractor was awarded the job.”
