UMASS Performance Incentive

Mr. Tarr moved that the proposed new text be amended in section 2, in item 7100-0200, by adding the following language:-

provided further, however, that this account may be reduced by not more than $36,710,561 if the university does not demonstrate achievement in or programs to (i) improve graduation rates; (ii) improve academic success; (iii) improve the percentage of students graduating on time or early; (iv) improve operational efficiencies; (v) close the achievement gap for low and moderate income students;  (vi) increase financial aid to low income students; (vii) increase the transparency of expenses and annual budgets, including development of a zero-based budget; (viii) increase coordination and collaboration in the procurement of goods and services; (ix) and reduce the cost of tuition and fees; and provided further that any reduction shall be transferred to 7066-0025.
