The committee on Rules, to whom was referred the House Bill relative to the safety of newborns (House, No. 114),-- reported, that the matter be placed in the Orders of the Day with an amendment striking out all after the enacting clause and inserting in place thereof the text of Senate document numbered 2522.

SECTION 1. Section 39 1/2 of chapter 119 of the General Laws, as appearing in the 2014 official edition, is hereby amended by striking, in line 2, the word “7”, and inserting in place of the following:- 30

SECTION 2. Section 39 1/2 of chapter 119 of the General Laws, as appearing in the 2014 official edition, is hereby amended by inserting, in line 5, after the word “infant” the following: - ; provided, however, that a parent may dial 911 and arrange a meeting to place the newborn infant in the care of a dispatched responder who shall immediately deliver the newborn infant to a designated facility on the parent’s behalf.

SECTION 3. Section 39 1/2 of said chapter 119, as so appearing, is hereby amended by striking, in line 6, in the first instance in which it appears, the word "an" and inserting in place thereof the following:- and

SECTION 4. Section 39 1/2 of said chapter 119, as so appearing, is hereby amended by inserting, in line 14, after the word “station” the following:- or to a dispatched responder

SECTION 5. Section 39 1/2 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 17-18, “hospital, police department or manned fire station” and inserting in place the following:- designated facility or with the dispatched responder

SECTION 6. Section 39 1/2 of chapter 119, as so appearing, is hereby amended by inserting, in line 20, after the word “51A” the following:- or the dispatched responder

SECTION 7. Section 39 1/2 of chapter 119, as so appearing, is hereby amended by inserting after the fourth paragraph the following paragraph:- The department of children and families, in consultation with the executive office of public safety and security, shall promulgate the regulations necessary to ensure the safety of the newborn infant from the newborns placement into the care of the dispatched responder to its placement at the designated facility.

SECTION 8. Section 39 1/2 of chapter 119, as so appearing, is hereby amended by inserting, in line 28, after the word “facility” the following:- or the dispatched responder accepting a newborn infant

SECTION 9. Section 39 1/2 of chapter 119, as so appearing, is hereby amended by inserting, in line 38, after the word “person” the following:- or dispatched responder

SECTION 10. Section 39 1/2½ of chapter 119, as so appearing, is hereby amended by striking, in line 91, after the word “law;” the following:- and

SECTION 11. Section 39 1/2 of chapter 119, as so appearing, is hereby amended by inserting, in line 97, after the word “process” the following:- and (9) the frequency or infrequency with which a parent places a newborn with a designated facility in comparison to placement with a dispatched responder.
